Adds the Boots of Blinding Speed to Oblivion.

==Stat Overview==

[Armor Rating]
The armor rating is 2.5.

[Enchantment]
The boots are enchanted with Blinding Speed. This ability gives the player a massive speed boost, but impairs the player's vision. However, a character's magic resistance will dictate the severity of the effect. Your vision will only be affected if you are running. If you are walking, sneaking, or standing still with the boots on your speed and vision will return to normal.

[Other Stats]
Weight: 8.00
Armor Type: Light
Condition: 100/100
Value: 500

==Location==
The boots are in the basement of the Black Horse Courier in the Imperial City, used once as a means of speedy delivery.

Known issues:

If you save with the boots on and load that same save without the mod enabled, you will still have the speed bonus. To disable it, open the console (~) and type:

Player.ModAV Speed -500
